Grey out fields based of approver step

Hello,
I have a form that has 30 fields the first 10 fields the requestor fills out and submits. Then, it triggers a flow in which it's sent to an approver and this approver should be able to edit/input the next 5 fields while the rest are grey out. Then it goes to the next approver and they should be able to fill out the following 5 fields, and so on. This is an multi phase form
Currently if the first approver opens up the RITM after the requestor submits the form he's able to edit all of the fields. Nothing is greyed out for him when he should only be able to see his assigned fields and edit them and pass it to the next approver. What am I doing wrong?
Region of the work is not part of his fields to edit but its editable for the first approver

Have you applied UI policies to make the fields read only if filled?

Hi @karlab,
I assume there should be a field, on the basis of this field you apply the UI Policy. Suppose you have a field is called Multi Field which is having 1, 2 ,3 ,4 dropdown. If 1 is selected then first 5 field should be editable. If 2 is selected then next 5. And all field should be updated by flow itself.
