gs.isMobile() only works for admin?

So I got this odd response from ServiceNow support I thought I'd bounce off the community.  This is what I was told:

"If gs.IsMobile() is always returning false, this is expected behavior from the mobile app, if you do not have admin role. Can you confirm what role you have when trying to create a new incident?"

Why would your role impact the results of a function that is supposed to tell us if they are using a mobile device?

There is no solution in that link.  It resulted in the creation of PRB691470 which was supposed to be fixed in Geneva yet I'm still having a problem.

I already searched the forum, fyi.
