Hello
I would suggest you to please check the stage values on the RITMs that are closed(i.e State = Closed Complete/Closed Incomplete/Closed Skipped). Because if the any RITM's State is any of Closed Complete/Closed Incomplete/Closed Skipped state and the Stage is other than Completed/Closed Incomplete/Closed Skipped/Request Cancelled, then I believe the OOB Close Parent if Required BR logic to close the Request will not work.
Suppose: RITM's State = Closed Complete and Stage = Approval/Fulfillment/Delivery etc then I believe the Request will not be closed. This ideally happens when we create a custom workflow or flow and set the stage as Fulfillment or Delivery. Then at the end we just set the State of RITM to Closed Complete or Closed Incomplete but the stage is not updated to Completed/Closed Incomplete. If this is the case the you need to check the workflow or flow designer that are configured on those RITM (catalog items) and need to set the stage to Completed/Closed Incomplete/Closed Skipped/Request Cancelled when you are setting the state to any of these Closed Complete/Closed Incomplete/Closed Skipped. So once the stage is also correctly set on the RITM the OOB BR will run and Request will be closed.
So I believe this may be the root cause for your issue.
If my answer helped you in any way then please do mark it as helpful. If it answered your question then please mark it correct and helpful. This will help others with similar issue to find the correct answer.
Thanks
