I would like to hide the "New" button in the Incident module for "Assigned to me" so that it doesn’t display for any user when they access it. Could anyone advise on how to achieve this?

When you say 'hide the "New" button in the Incident module for "Assigned to me" so that it doesn’t display for any user' - are you wanting to hide this only when users view Incidents are assigned to them or whenever a user views an incident list.
To add context, the 'Assigned to me' link is simply a filter against the incident list. Why this is important is because if you hide the 'New' button, how will users actually create an incident? Do they only create via the Portal for example?
Consider hiding it by roles, this option and hiding it completely is possible by navigating to the Incident list and right-clicking on the one of the table headers and selecting 'Configure > List Control'.
From here you have the option to filter by roles using the 'New roles' field or hiding the button completely via the 'Omit new button'.
Both options highlighted below: (Please consider how users will create Incidents if you choose to Omit the button completely)
You should also consider perhaps only granting this access if a member of an incident group perhaps (which in turn would inherit the role)
