In "Search Fallback" topic In Virtual Agent, How Can I manipulate "What Would You Like To Do" and Add New Option or anything

Go to virtual agent>>Designer. 

It should have the fallback topic, if that is OOB topic you may need to duplicate and add your message.

Once you have added your message, you will need to dad the duplicated topic to fallback using "Conversational Interfaces>>Settings" or Custom Greetings and setup.
