How can i show choices in english even if my instance is in another language

Hello, I have couple of category choices that are in English, example

and I have user that their default instance language is not English.
so they cannot see the choice list as it should
is there anyway to always show the choices in EN ? 
is there any property that block this event?

If you have some of the choices in the users language, it will only show these choices.
So either create all choices in all languages, or only keep english choices.

so there is no way to say if there are no choice with the user language just put the default choice ?

Correct, you cannot combine.

I kept only choices that are in English and still same problem, I read also that I can add fallback to languages but there I didn't find the English language in fallback
