How can i show choices in english even if my instance is in another language

Hello, I have couple of category choices that are in English, example

and I have user that their default instance language is not English.
so they cannot see the choice list as it should
is there anyway to always show the choices in EN ? 
is there any property that block this event?

Can you share some more detail how you have it configured now?
Since you also mentioned doing something with a reference qualifier, which shouldn't be used for choice fields, there may be some other misconfiguration.

also I made a refence qualifier to show only in English but that didn't work as expected
