How can i write my code into "dev.ba_hero_banner_aus.pdi_home" ui page. So, i can customize theme

this record is read only. i had tried each and every way to access it. i am the admin. I tried to configure ACLs, still unable to write into this record.

Tell me if you know any ways to do so?
