The “Reports” definitions live in the sys_report table. To see and run reports in the Application Navigator you need at least the report_user role (for viewing/running) or report_admin (for creating and managing).
Where Reports Are Stored
Table: sys_report
Every report definition you create or view is a record in sys_report.
You can browse it via System Definition > Tables & Columns > sys_report or by navigating to /sys_report_list.do.
Required Permissions
report_user
Grants access to the Reports modules under Self-Service > Reports > View/Run.
Allows you to open existing reports and execute them.
report_admin
Builds on report_user plus grants rights to create, edit, and delete report definitions.
Gives access to Self-Service > Reports > Create New and the report designer.
If you don’t see the Reports modules, ask your administrator to assign you report_user (for just running reports) or report_admin (for full report CRUD) roles.

Log out and log in. Restart PC
Clear Cache from browser, use other browser or incognito...
Are you sure about your role on current account?!
Mostly it is issue with cache 🤣🤣🤣🤣🤣🤣🤣🤣
