How can we make changes to a UI Builder Experience header?

I've been searching through the documentation, community, and youtube for a few days trying to figure this out and haven't been able to find a solution. I see that the other out-of-box UI Experiences also have search bars and profile management added in their header, but I haven't been able to reverse engineer those in any fashion to find where they are actually making changes to the header in these experiences. I thought maybe it was themes, but I haven't even been able to change my logo following the UX Assets, header (position: header) stuff that I see in those examples.
What I'm trying to accomplish, is building a custom header that you will see highlighted here:
I would like to have an entirely custom header (changing height, adding a background, etc.). Where is this accomplished? Otherwise, I plan to just use Portal for this, even though I would like to utilize UI Builder into the future and move away from Portal experiences for internal use.
Like I said, I read through most of the documentation and it doesn't seem to get me where I need to go. Maybe this just isn't possible currently? If it isn't.. then I don't see a huge reason to even use this as we really need to be able to fully customize all aspects of these experiences.

Procedure
- To upload the image, complete the following steps.
- Navigate to System UI > Images and click New.
- Enter a Name for your image.
Valid names must end in .gif, .png, .jpg, or .bmp.
- Click the Click to add link in the Image field, and select and upload the image.
- Click Update.
- To set the uploaded image to the banner image, complete the following steps.
- Navigate to System Properties > System.
- In the Banner image field, enter the file name of the uploaded image.
- Click Save.
Note: The system limits banner images to 50px.

Thanks for replying, mine is specific to a UI Experience within UI Builder, not the platform itself.
