How do I get a Store app into a PDI?

How do I get a Store app into a PDI?
When I try I get told that the instance belongs to ServiceNow so it won't install it.
I am trying to add RPA Hub to my San Diego instance. Do I have to wait for Tokyo?

Hi,
You are unable to install a store app onto a PDI, unfortunately.
You'd have to wait until the app is directly available for install on the PDI.

In my PDI I go to "System Applications -> All Available Applications -> All", I can see several Store Apps listed there (or at least entries with the same name as the ones in the store), and I've even been able to install apps from here.
Is this something new since the OP posted?
Can you explain what you mean by "directly available for install on the PDI"? Is there a static list of apps that my PDI is allowed to install and this changes over time?
Is there product documentation anywhere I should be referencing/reading to find this information?
