How do I limit report results to a minimum count?

How do I limit report results to say minimum count of X number of incidents?  See the screen shot - way too much info coming back from my query. I though I was on the right track with the related list conditions (Greater than or equal to 30) but didn't see how to continue from there.

@Community Alums  - is there a way to limit the results to a minimum count without using JavaScript?  I am not an expert and would prefer to stay in the GUI and make a query if possible.

No formatting options are available for the selected field types.
