How do you send a survey to a consumer user without a user record?

It feels like the entire survey mechanism has a glaring issue in that it won't send to a consumer record email unless there's a consumer user.

 

We don't want 1m+ consumer users to have logins and we don't want to give them user records. How do we set up a survey trigger to email the consumer.email address instead of failing because it's checking for a user record that doesn't exist?

 

We did try updating the trigger condition User field and removed the attribute that requires it be a user field, but even when you select the Email field it never creates the survey instance. What are some options to get this to work?

Have you tried making the survey public, as described here?

Then put the public survey URL into an email that you are sending to the customers. No user records or Trigger Conditions required. Their responses will be captured as Survey Instances assigned to the "Guest" user.
