How do you set the default dashboard when someone signs in?

Is there a way to set the default dashboard for all users who don't already have a dashboard set (or hasn't visited another dashboard) to load a specific dashboard?

I see references to add a my_home_navigation_page entry without a user associated to it but they all say to use $pa_dashboard.do as the value which is the default landing page for dashboards, I want them to see a specific dashboard.
