If your instance version is helsinki,Please follow the below steps.



System Properties > Basic Configuration UI16



or



System Properties > Basic Configuration



Configure logo, colors, and system defaults for UI16



or



Configure logo, colors, and system defaults

On the outside chance this has to do with Service Portal, you can go to Service Portal >Service Portal Configuration and use the Branding Editor option to set a few easy to configure options.
