How I can call  UI action in the catalogs is there any way

first of all - it’s very similar for both backend and portals.

backed > ui policy & actions

portal > catalog ui policy > actions

if you want to trigger an action in portal, create a catalog ui policy, set item and conditions, save it and add actions in the related tab below.
