How to Check Conflicts without a CI in Change?

Hi Team,
We have a requirement to Check the conflicts in Change request based on Company/Account NOT CI's.
is there a way to check conflicts without a CI?
We have created a Backout schedule based on Company it's working as expected if we add CI in the Change Request.
But as per our requirement, we are not Using CI's but we still need to check the Conflicts.
is there any way possible to to this?

Agree with @Dr Atul G- LNG , this is least expensive ( but required external effort ) to monitor the planned change(s) during the said scheduled window.
Adding more , create the Dashboard with interactive filter and display the report data for review/monitoring.

Check the change Conflict properties. But I doubt you can remove CI field from conflict.
