When User set value of state as resolved then do this:
- Check whether any other incident has parent field set to current incident
- Change state of all those incident to resolved

There is an Out of the box business rule : "Update Child Incidents" , it does the same what your asking. check its working already.
Note: This BR runs based on the parent incident field not on the parent field
