How to create user who can access DemoHub (partner) portal but not actually install anything

Hi,
I have a Demo (partner) instance that we recently installed DemoHub into. I am looking to create a user who has enough authority to access the DemoHub NEW homepage, open the narratives, even download files but will NOT be able install a narrative. 
I looked in existing roles and don't see anything demoHub specific. How can I accomplish this without giving ADMIN role?

I believe it has been build just for admin use. Your user should be able to do anything related to the instance, so that needs the admin role. DemoHub has not been created with multiple levels of access.
