How to display a pop-up confirmation

I want to Display a pop-up confirmation with YES or NO  when the HR Service is ‘Hire’ and state changes to close complete without using a UI Action in Workspace. Please help me here.

why not use onChange client script and show Confirm both with yes and cancel?

Agree with Ankur, try with onchange CS which is kind of low code and easy to do.
