Hi,
While there is no method to mark an entire section read-only... I like the idea. The best method I can think of is a UI policy. You can give it no condition (so it runs every time the form is loaded) and set those variables to read-only.
The other option is to right click and configure the dictionary entries for each field as read-only.
The second option is more secure and will load faster.

I don't think you're going to be able to apply read-only to an entire form section.
Best possible way is to use UI policy

No. You have to select individual fields at this point.
