How to force non grouped "skip" button on playbook card

Hello Folks,

Could someone direct me to the steps for preventing the "Skip" button from being grouped under the overflow menu ("...")?

I attempted to override this by assigning a custom action, but it was unsuccessful—I couldn’t implement it.
