How to grant access to workspace?

Hi I have a specific user who can't see workspace on top banner frame. He has required roles for it but still is not able to view workspace. This problem is not in ACL. He can only view ' All, favorites and history '. How to make is so he will be able to view workspace.

Does he has ITIL role? Please share some screenshot.
