See the audit hostory for the business rule record. They would be marked as created by "glide.maint".

Hi manasakundur,
go to business rule module > personalise from gear icon>select created by from slush bucket from available box>ok.
Now you can able to see which business rule is created by whom.
NOTE: Mark correct or helpful if it helps you.
Warm Regards,
Raj patel

For the future it would be good practice to have some type of naming convention on custom business rules so that the audit history/sys_updated_by does not always have to be consulted. At my current organization we follow the ServiceNow table naming convention of adding u_ so our business rules look like:
u_someBusinessRule
