As of the Xanadu version, there is still no method in a list view to easily classify business rules as (1) Out-of-box (OOB) delivered and updated by ServiceNow, (2) OOB ServiceNow but customized, or (3) fully custom.
ServiceNow applies protection policies but rarely.
Naming convention (mentioned earlier) remains is one of the best methods but that relies on each developer to follow. Relying on Created by and Updated by is more consistent but can be difficult. It also won't distinguish any custom business rules created by a developer using the admin user.
