How to make description and short description read only on change request

Hi Team,

 

on the change request form I want to make description and short description read only and make editable by only some of the assignment groups when change moves to Implement state.

Please provide steps to implement above requirement for form level restriction

 

and also if possible please provide acl if i want to restrict from list

Avoid using a condition, as it's not cached. Use a role and provide the role to the group. Performance 📈
