How to make Knowledge Articles will be accessed by only Can Read not the Knowledge Approver?

Only the users who are defined in the Can Read should be allowed to read the Knowledge Article but here the users with "Knowledge approver" role are able to read Knowledge Articles.
How to stop this?
i.e. users with "Knowledge approver" role should not override the "Can Read" user criteria defined in the Knowledge Article.

Knowledge Articles can be set up to be accessed by only those who have the "Can Read" permission and not the Knowledge Approver by following these steps:
- Navigate to System Definition > Knowledge Base > Knowledge Base Settings.
- Select the checkbox for "Restrict access to knowledge articles to users with 'can read' permission".
- Save the changes.
- Now, only users with the "Can Read" permission will be able to access the Knowledge Articles and not the Knowledge Approver.
