How to make Knowledge Articles will be accessed by only Can Read not the Knowledge Approver?

Only the users who are defined in the Can Read should be allowed to read the Knowledge Article but here the users with "Knowledge approver" role are able to read Knowledge Articles.
How to stop this?
i.e. users with "Knowledge approver" role should not override the "Can Read" user criteria defined in the Knowledge Article.

Hi,
I am not able to find the field "Restrict access to knowledge articles to users with 'can read' permission". Can you please help me finding this field and Knowledge Base Settings.
