How to make the priority p1 and p2 changable option to a particular group and restrict other users ?

Hi everyone,

I want to set the priority p1 and p2 changeable option to a particular group and restrict other users in incident, how to make it, please help in it. 

below is the priority look up rule.

You may need to add a validation in business rule to check if a different group has made the change and impact and urgency to set to a combination where priority changes to P1 or P2, then abort that action using current.setAbortAction(true);
