How to Make Workspace Visible to all Users

When trying to add the public role to workspace access, I get this error.

It seems to not want me to add the public role, and I can't save it if I remove all roles. How can I open up a Workspace to all users?

I have an update on this. I was able to stop the error message by creating a Read ACL on the main table for the Workspace that grants read access to the public role.

This allowed me to update, and users with no roles can access the Workspace, but when they get there now they can't see anything.
