How to migrate/import a new portal to a different instance

I have developed a new Service Portal in a Dev instance and I want to move it to PROD.
I had an Update Set active during my entire development, and it was ALWAYS the active update set. In fact, I never switched to GLOBAL or anything else during my development.
When I finished my development, I changed the Update Set's status to Complete, exported it to an XML file, then successfully imported it into PROD.
The problem is that nothing from my development showed up in PROD. The new portal wasn't there. It was like the update set didn't record any of my development. (Screenshot attached)
When I opened the Update Set to inspect the XML, there's nothing regarding development in there. I know that Update Sets don't record data, but don't they record development?
My question isn't about what went wrong, although at some point, I would like to know what I did wrong.
My question is how to move a newly developed portal from one instance to another? Is there a detailed Step-by-Step somewhere?

Hi Fuse,
Now there is no easy way but you have a couple of solutions that you can follow to move the new portal.
1. If you know what all changes you have made then please go to the default update set and move the updates to the newly created update set. Move the update set to another instance.
2. Use Add to Update set Utility to add the configurations, widgets, pages to new update set and move that to another instance.

3. Export xml files and import them into another instance.
