How to order for variables in Variable set and Variable

HI Team,

I have a doubt in ordering the variable. 

In Variable Set there are 3 variables. variable set Order is 0

Var1 10

Var2 100

Var3  700

From Variables i created One more variable. 

Var4  Order: 200

Currently my UI Layout is as follows :

Var1 Var2

Var3

Var4

Now as per the requirement i have to get the layout as follows :

Var1  Var 2

Var4

Var3

Please suggest and help to proceed further.

I think Order should be the driver, not the variable set.
