How to provide 3 level approval for catalog item RITM?

1st level --> Manager

2nd level conditional Approval based on field selection in Catalog Item

3rd Constant User Approval

Shall we use Workflow or Flow and How can we achieve it?

We have tried the same and found 1st and 2nd level Approvals are getting back to requested after 3rd level Approval is Approved.

Please let me know the steps to correct the same.
