It is not recommended to create exceptions for 1 CI like this.
You will need to write a script that will run on all Incidents when a CI is selected , this is a lot of unnecessary hardcoded burden for the system.
What is the use case here?

AM asking for if the Incident created by 'X' , and if i select ebonding partner is AT&T then configuration item should be not mandate (CI is mandate in incident table)

What is the special with X? is it location or designation or something?
What you are asking is very easily doable, but its not recommended as you will write a script that will run on a lot of incidents and you want a different behavior for 1 single person.

Is X is VIP ? or a service account or automation user or belong to specific group. ? As @Anurag Tripathi said it is not recommended to do code changes for 1 user.
