Only for the CSM portal of for all your portals?

There is a system property to turn on/off Guided Tours on portals, though that's one system property for all portals. If wanting this for a specific portal, you would need to edit the header widget.

Open the Header widget associated to your Portal (do double check that this Header widget is only for your portal!), search where "Tour" is used. I don't know if you are using a recent out-of-the-box portal or an older one with cloned widgets, so can't tell you in detail.

Out-of-the-box for example, searching for "Tour" in the Body HTML:

Searching further in the Server Script:

So try updating this to false.
