How to save form without entering mandatory fields

In the Service Portal form user want to submit or save the form even mandatory fields are not filled.
Please help me with how to achieve this scenario .?

Where did you make fields mandatory?Is it OOB?

So again, why do you want to ignore mandatory fields? When they are mandatory on purpose?
