How to show all of the emails content in activity stream

We have ServiceNow configured so sent emails show up in the activities stream under the notes tab; however, when you choose the 'show email details' it doesn't show all of the recipients in the To: field.

 

Alot of our users questions are about who the emails were sent to so this is a solid requirement.

 

Is there any configuration to get all recipients to show and we're not able to give everyone access to the systems email mailbox.

My team echos this request. In a case where pagers are involved, users can't confirm the pager address is in fact in the list of recipients.
