Hr Task visibility

I am not getting approach and logic for one the requirement 

So on hr case there is a field called Request type.

When request type is selected as 'Choice 1' then Hrtask 1 and hrtask 2 will be visible.

How to proceed with this requirement.

Do you also want to create these tasks or just display them?
Do they always exist? What if they don't?
