HTML Field Not Showing Up on Form

I have a form with an HTML field. The text box should be visible to all users. Right now, the issue is that it is only visible to some users, and for others the text box is not showing up. I've search everywhere, and there are no ACL, no UI Policies, no client scripts, no business rules that should be affecting this. 

As a test, I decided to create a new HTML field, one where I would be sure that there are absolutely no scripts that could be affecting the visibility, and I am still experiencing the same issue: visible to some users and not for others.

The second "Test" field is new, so I am sure that there are no scripts or ACLs that should be affecting the visibility for this one.

Is there an overall ACL on the form itself and not on field level. Your first screenshot look like some people have write permissions so they can see the fields (Review Comments, Test). The second screenshot looks like read only. Can you verify that the content of the field is not displayed to some people if you add something to the fields?

Have you tried asking the users to clear their cookies and cache? I think we ran into the same issue and it was related to the user's internet browser. After clearing their cookies/cache for all time, it fixed the issue.

This is OOB behaviour.

If an HTML field is read-only and empty, it appears that way, like a ghost.
