HTTP Outbound Proxy call via REST Message

I am trying a http outbound proxy call from ServiceNow on-prem instance to external system (with global API exposed through AWS CloudFront).

Is there a way to configure the proxy configuration in REST Message?

Can this outbound call be made to proxy server without going via MID Server?
