I need to assign user randomly in assigned to field.

Hi, 

I need to assign user randomly in assigned to field. 

Ex - There are three user A, B and C and when user A and B is having 2 task assigned on their name then another task should be assigned to user C. 

Assignment should be based on user who is having less number of task assigned. 

Can anyone please help me for that.
