I need to upgrade our DEV and TEST instances but I don't see an option to upgrade to Xanadu.

Hi @DavidL065538777,
Please check the ServiceNow support portal, there must be default CHG created for all of your SN instances.
If you have other schedule for your instance to be updated , then open the CHG ( default one ) and update the schedule start/end timelines.
Also if there is no change ( or not visible ) to your, you can open case, or you can create new upgrade CHG for DEV/TEST.

Note: Upgrade is scheduled on Support portal not on SN instance.

To update, you need to raise the request via partner portal, and then you can select the date and time, also, do cloning before go for upgrade.
