You can use 'add info message' functionality from an 'on insert' business rule. You can add an info message to the UI action creating the project. You can create a client script to add an info message to the opening of the form.
Please elaborate when you ask questions on the community. People here are helping you in their own time. The least you can do as add information on your process, specific details, etc. These questions with only a subject more sound like: 'do my work for me, I don't want to search myself'.

You can use BR and use add Info message to show message. You can refer OOTB Incident / change UI action, when record get creeate.
