I want to learn about installing GRC and SecOps applications and all required plugins.

Basically:

SecOps Security Incident Response
SecOps Threat Intelligence
SecOps Vulnerability Response

Just navigate to System Definition > Plugins and search for the below plugins :

You can activate this on your personal developer instance by looking for the associated plugins for example:

-Security Incident Response

For GRC:

For your personal instance, you can activate GRC plugin like below

Yes in case you dont find it. I hope you do.
you can request but on sub prod instance not on PDI.

Nope!! That's available as Plugins in PDI, i use it personally.
