If RITM is Rejected, allow requester to update related list record

is there a way to allow users to modify records on a related list of a RITM only if the RITM Approval field == Rejected?

If the above is true. the user should be able to created records on the Line Item related list below

You can achieve using create ACL. Did you tried anything?
