if RITM state is "closed incomplete" then I should have facility to resubmit the request by modifying few fields.
I am working on scoped application.
1st approach: if I use UI button then it should be visibile on only those RITMs whos catalog item belongs to my scope. it should not be globally visible to all RITM
if anyone else have some other approach pls suggest.
Answer with the script would be highly appreciated as i am very new in this domain

I would only recommend to not do this.
Please follow itil/it4it and create a new request, or create an incident if the request is not completed correct.

I understand. However, as trusted advisor you should also be able to inform your client when they are requesting something they shouldn't do.
Just doing what is being asked, will in the end lead to a bad performing/working/unmaintainable instance.
