Check following things:
1. If user has "view_changer" role.
2. If there are existing view rules on the table?
3. If this issue happens to some users, you can delete their user preference record for the form layout on the table and check again(Observed in some cases and suggested by HI support)

Please check the UI View rule created on the incident table.

Apparently if a "View Rule" is active then the "View" context menu is disabled. Is this regular behavior for ServiceNow. You can also check for any underlying UI policies.
