In only new record form, two save buttons are shown (This is an existing page that ServiceNow provides)

This is a page of Software entitlement(alm_license)

I don't know why this happens.

As I checked the UI Actions of this, It was normal.

There are only two save buttons in UI Actions

 

 This is  a save button when insert.

I don't know why two save buttons are shown in only new record page.

In update page, a save button is shown only.

I think this is a very severe situation. 

where does I have to check this problem?

Please give me a solution.

Hi, is this the alm_license table? - unfortunately partial screenshots do not make you configuration clear.

I do not see this behaviour for alm_license in a commercial instance running rome (that has no changes or customizations for this table), nor is it not present in an OOB PDI running San Diego.

If this is a commercial 'production instance' and you have not customized the UI then I would suggest raising a case with ServiceNow Support for investigation\clarification of the cause, otherwise the first steps would be to investigate and roll back any changes you have made that could be causing the issue - changes to UI actions would be a good place to start investigations.
