In the "Request Opened" email how to add particular user in "To" for one of the catalog item

I have a requirement to add specific user to the "TO" in the "Request Opened" email for one particular catalog item based on the value of the variable. It should not effect notifications triggered for other catalog item.

What's the logic behind that item? You can send an email from the (work)flow itself to the user in the variable. Or create an event in it to trigger the notification to be send to that user.
If you normal notifications already have fields for the recipients, you will need to create a new one for this item.

We are using OOTB "Request Opened" email and this notification have already contains recipients. 
For one the particular catalog item i need to add one user to the recipient list based on the value of one of the variable.

You can't. Exclude this catalog from the one you are using (no such notification OOB).

Create a separate one just for this item (or add a single notification for the extra person in your flow).

then do this

-> don't trigger the OOTB notification for your catalog item. I couldn't find that notification. Share screenshot

-> handle the email sending logic in your flow using "Send Email" flow action and include the Recipient as per your requirement
