Hi Team,
I hope we agree that the best practice for Integration Hub is to create one spoke for that 3rd party system and bundle all integration functions inside it. But my question is if we have inbound functions for the same 3rd party, Can we create scripted rest APIs within the same spoke or is it not the best practice and keep it in Global?

If you have license for Integration Hub Enterprise, try using 'REST API Asynchronous' trigger for Inbound API integration using third-party application scope so that it is contained rather than using Global.

Refer below documentation for more details
If you are entitled with IntegrationHub Enterprise license, you can activate the required plugins and enable REST API trigger that can be used for Inbound API calls and subsequent Flows or Actions. Please check with your Accounts team or ServiceNow representative whether your license entitles you for this trigger before activating the plugins.
For your original question, I would recommend creating the Flow or Action or Scripted REST API within a scope rather than global so that it is contained.

I don't know if you are allowed to select that Scope in which the Spoke is available.
